Richmond Heights Menards: Commission Sends Plan to Council

A divided TIF Commission approved the project, sending it forward to the City Council for final approval.

A divided Tax Increment Financing (TIF) Commission Wednesday approved a plan to amend the Hadley Township Redevelopment plan and a TIF redevelopment plan for Hadley Township South, moving a Menards store development one step closer to finalization. Both measures were approved 6-5, moving the issue to the Richmond Heights City Council. The TIF Commission's recommendation will be taken up by the council no sooner than June 3.  The proposed development is in the southern section of the Hadley redevelopment area–the area south of Elinor Avenue and north of W. Richmond Heights Council Takes Step to Condemn Properties for Menards Project

The council made the second, but not final, vote toward friendly condemnation of about five properties.

Monday night the Richmond Heights City Council took a step closer to finalizing a Menards store development in the southern section of the Hadley redevelopment area–the area south of Elinor Avenue and north of W. Bruno Avenue. The council had the second reading of an ordinance to purchase the last remaining properties needed for the project through friendly condemnation. “There’s about five properties they have title issues with,” City Manager Amy Hamilton said. “Five out of 80 is a very fair number, so they’re wanting the city to enact the power of property acquisition under Chapter 353.” Hamilton said anyone can see the red line version of the changes before the final vote, which could occur at a budget workshop on April 29 or the …

Law Offices May Remain Within Menards Development Area

Richmond Heights City Manager Amy Hamilton said entrances to Menards will be off Bruno and Elinor avenues.

A Menards representative announced at the Richmond Heights City Council meeting on Monday that the company has inked agreements with homeowners in Hadley Township, allowing the company to proceed with a new Menards store north of Bruno and south of Elinor avenues. Two commercial properties within the developement area remain unpurchased by Menards. Richmond Heights City Manager Amy Hamilton said the properties—which are law offices on S. Hanley Road—will remain for now. At least one of them, though, is in negotiations with Menards. Menards reached agreements with all 100 property owners in the Hadley Township development area. There's still work to be done.

Menards, on Monday, cleared a large hurdle in its plan to build a store in Richmond Heights. The company reached agreements with all 100 property owners in the development area, north of the Walmart in Maplewood Commons up to Elinor Avenue Richmond Heights City Manager Amy Hamilton announced in the council meeting Monday night that the city got the preliminary funding agreement and a check for the remaining $75,000 due. Deadline Extended for Menards to Get Funding

Menards has two more weeks to secure land for the Hadley Township project.

The development of the Hadley Township Redevelopment Area was an issue at last night’s Richmond Height’s City Council meeting. The council voted unanimously to extend the time to Dec. 4 for Menards, a Midwestern chain of home improvement stores, to sign and fund a preliminary funding agreement for the southern portion of Hadley Township. The agreement states that the developer will pay the city to cover the cost of consultants to review all the project documentation involved in the Menards' project, said RH City Manager Amy Hamilton in an interview after the meeting. Hadley Township: Menards Making 'Very Positive Progress' on Contracts

Meanwhile, a Pace Properties representative addressed the Richmond Heights City Council for the last time to talk about the company's decision to back out of a planned development just south of The Heights community center.

Menards will have until Nov. 20 to sign and fund a preliminary funding agreement for its Hadley Township development. Richmond Heights City Council adopted the resolution at its Monday night meeting. An extension granted in mid-July expired this week. Peter Sheahan, a representative for Menards, said about 20 percent of the neighborhood targeted for development is under contract. If everything goes well, he said, that figure could rise to 50 percent next week. "We are making very positive progress," Sheahan said. Pace Properties Abandons Hadley Township Retail Development

The company was unable to reach buyout agreements with some Richmond Heights homeowners, the St. Louis Post-Dispatch reported.

Pace Properties will not continue to pursue its $125 million retail development just south of The Heights community center, the St. Louis Post-Dispatch reported Saturday. The Menards project just north of Maplewood Commons still is moving forward.
