The St. Louis County Children's Service Fund is a county department formed after voters in 2008 approved PropositionMore 1, authorizing a 1/4-cent sales tax increase. The tax generates about $35 million annually that is used to benefit people 19 and under in the areas of substance abuse and mental health.

The department is responsible for investing money in nonprofits that will provide the best return for the county's youth. Agencies may make service proposals to the Children's Service Fund, which then reimburses those groups whose plans receive approval.

The Children's Service Fund also audits its partner agencies to ensure that proposals align with services provided.
