Richmond Heights City Hall hosts the office of the city manager. That office is composed of the city manager (phone: 314-645-4595), the executive secretary, human resources, IT and public relations.

City Hall also hosts the building department (phone: 314-646-7658), which handles occupancy permits and inspections, among other responsibilities. On the second floor is the finance department (phone: 314-655-3550), whose duties include handling business and liquor licenses.

Parking is available for free around the building, and a new site known as the East Lot located next to the neighboring public safety building was scheduled to open at the end of October 2010.

City Hall hosts several public meetings. City Council meets at 7:30pm on the first and third Mondays of the month; the Board of Adjustment meets at 6:30pm on the third Thursday of the month; the Planning and Zoning Commission meets at 7pm on the third Thursday of the month and the Police and Fire Pension Board meets at 7pm on the second Monday of the month.
