Menards Cost-Benefit Analysis Planned in Richmond Heights

St. Louis city-based Development Strategies will perform a cost-benefit analysis of Hadley Township developments proposed by and .

authorized the formation of a contract with the consultant at its April 16 meeting. According to a letter sent from Larry Marks, a principal at the company, to City Manager Amy Hamilton the analysis will:

  • Show the economic affect on taxing districts such as the city and the if the developments are built
  • Show the economic affect on taxing districts if the developments are not built
  • Provide information about whether the projects are financially feasible


Section 99-810(5) of the Missouri Revised Statutes requires such an analysis before a city can approve a redevelopment plan. The Richmond Heights Tax Increment Financing (TIF) Commission will review the study as it discusses whether to approve the.

Development Strategies planned to begin its analysis immediately after receiving the city's go-ahead in writing. A draft should be ready in three weeks, and the final analysis should be complete two weeks after that.
